I have had the same experience with a new designer:

Interestingly, he has an awful expereince rating of just 8 even though largely continuously employed for the last 25 seasons from S22.

I think you are probably right - bizarrely, despite having better core stats than my previous lead designer, putting him in that lead role actually reduces my design team potential - really bizarre. The experience factor seems to have a huge effect.
